OpenAI extends its Daybreak AI security platform to Ukraine, aiming to protect civilian infrastructure from cyber attacks and strengthen national cyber defence.

OpenAI will provide the Ukrainian government with access to its Daybreak program to bolster cyber defence of civilian infrastructure.

OpenAI said the extension reflects its commitment to support nations that face persistent cyber threats against essential services. The Daybreak platform delivers AI‑driven tools that help identify and mitigate malicious activity in networks.

Ukraine has repeatedly confronted cyber attacks targeting power grids, water supplies and communications networks. By adding Daybreak to its toolkit, Ukrainian authorities aim to improve detection of intrusion attempts and accelerate response times.

The agreement covers only civilian sectors. OpenAI clarified that the program will not be used for military operations and that data handling will comply with Ukrainian privacy regulations.

Implementation will begin within weeks. OpenAI plans to train Ukrainian cybersecurity teams on the platform’s features and to provide technical support during the rollout phase.

Ukrainian officials welcomed the move, noting that AI‑enhanced security measures can fill gaps left by existing defenses. The first agency slated to adopt Daybreak is the Ministry of Digital Transformation, with an operational launch expected by early November.

OpenAI’s decision follows similar collaborations with other governments seeking to protect critical infrastructure from increasingly sophisticated cyber adversaries. The firm said it will monitor the program’s impact and adjust resources as needed.
